The contract documents such as shop drawings for infrastructure projects undertaken by the Ontario Ministry of Transportation (MTO) or any City often specify the need for Quality Verification Engineering services. When specified in tender documents, Contractors are required to employ or retain professional engineers for the provision of Quality Verification Engineering services depending upon requirements. A professional engineer providing such services is known as a Quality Verification Engineer or QVE.
A QVE is responsible for issuing a document known as a Certificate of Conformance or stamp the shop drawings. The Certificate of Conformance and stamped drawing serves as written confirmation that the specified components of the Work are in General Conformance with the requirements of the contract documents. General Conformance means that, in the opinion of a professional engineer, the standard of construction work fulfills the essential requirements of the contract documents, and has been done in accordance with normally accepted industry standards, and will perform its intended function. The QVE determines if a Certificate of Conformance is warranted by inspecting and/or witnessing the Work in question. Where specified by the contract documents, the QVE then also issues written permission to proceed to the next stage of work.
